It's a game for the Nintendo DS called Jump Superstars. It's not out yet, but the article's from Shounen Jump. From what I've seen, it has Lee, Naruto, and Sasuke. I think Piccolo and Goku are in there, too.

Honestly, everyone is making a big deal about this game but there's nothing original in it. Back in the early 1990s there was a Shonen JUMP RPG on Super Famicom; all they've done now is made it in the image of Smash Brothers.
