Note about the character:
Lt. Fergie is a genderbent Lt. Surge. Except. MORE INTENSE. She's meant to represent what the Japanese think of Americans - she's loud, annoying, pushy, and probably way too open and vulgar with her behavior.
She's also post-war, just like Surge, so there's some of that in play, too.
