ICICI buying airtel's customer base information

Just got a call from ICICI health cards/care. The caller politely told me that he received this number as belonging to S. I immediately wanted to know where he got such details from. He cooly admitted that the ICICI has actually bought the database of potential customers from reliable sources such as Airtel, Hutch etc.

Doesn't Airtel have a privacy policy protecting the user base?
