Puzzle 3 (Physics)

After years of unscrupulous machinations, Dr. Evil succeeded in getting his hands on a 10 kt A-bomb. His plan is to inflict the maximum damage on the Great Satan: the degenerate West. But the yield appears to be too small for such an ambitious goal. Also, his ethical principles forbid him from killing people, at least directly. He cannot, say, explode the bomb in a city. That would be wrong. He also wants to survive the ordeal, so provoking a nuclear strike by the others is out of question. So much money spent, and now it is not clear what to do with his only bomb... And then an idea occurs to him.

What idea? What can Dr. Good do in order to thwart Dr. Evil's plot?
