It's important to stop this before it becomes law as it is wrong for so many reasons. It's not really even in the best interest of media companies because all they are doing is alienating their consumers and an increasing number of artists. A distribution methodology created prior to the commercialization of the Internet has become antiquated and is no longer viable. The message that the media companies need to hear and embrace is "EVOLVE OR DIE!".
Even Edger Bronfman, the CEO of Warner Music, has realized this:
