You can now ban a user from all of your communities and journals at once. To access this feature, hover over the person's userpic and choose Ban user everywhere from the drop-down menu.

I got my hopes up for something like no longer being able to see specific users posts. Damnit.

Yeah, I don't get why you'd want to global-ban someone, or what good that would do, since it only bans accounts. Hell, even IP banning someone means nothing, so uh. I guess it's there to make people feel better.
