There is. If they can track down the members of Team Rocket who stole them, they can take them back. It would be forceful, but it's the most direct way.

That isn't what I meant. What I meant was that going after Team Rocket is dangerous. I tried it myself and accomplished absolutely nothing. In fact, I was lucky to get out of there without being caught.

Yeah, I'm afraid that just won't cut it against Team Rocket. It's too risky until they get stronger.

If you want to help, there are other ways to do it. Like supporting the people who are going to take action.
