I feel like Buffy and Angel are the sort of people who almost can’t be together and still keep their personalities. When they’re together, Buffy gets starry-eyed and Angel gets angsty. Plus, I think by the time AtS season 3 and Buffy season 6 ended, they’d changed so much as people. Not to mention that he dated Buffy when she was in high school, which when you think about it is creepy. I know when he was alive a fifty year old man dating a fifteen year old was nothing, let alone a twenty six year old, but still.
I actually love their relationship in theory. I just don’t think Joss ever made it workable in canon. Which actually sucks - I kind of wish he’d saved Angel and Buffy dating for later on in the series, maybe even replacing some of the Buffy/Spike angle with him - minus the weird sex and attempted rape of season six. Surely he could’ve gone all evil in season two without the one moment of happiness storyline? (Then again, we wouldn’t have had Angel the Series, which really is a great show. Well… okay, I wasn’t so thrilled with the ending of the third season, but still.)
