1. Your base.
2. Duplicate it, set it to screen. Set the opacity to 70% (you can change this, preferably higher).
3. New layer, fill it with #114168. Set to exclusion, opacity to 70%.
4. New layer, fill with #8BBEE1. Set to soft light.
5. Create a new layer. Now press CTRL+Shift+Alt+E (you've just pasted a merged layer). Set this to Color Burn.
Done! Yep, it's that easy.() Now you can go adjust those blue colors (slightly!), change opacities of the previous layers, etc. These were made using the same method:
