How would you spin it?

So the CDC was hoping to have US breastfeeding rates to 75% by 2004 (and 60% exclusive for the first 3 months by 2010). They did not achieve this missing there target by 1% (but only getting 31% to exclusively breastfeed in the first 3 months). 74% is still the highest breastfeeding rate in the US on record (obviously it was higher before formula was invented but there was no CDC to keep records back then) so this is an achievement, but because they missed the target we get:

Breastfeeding Rates Only Half-Way to 2010 Goals

U.S. breastfeeding rates below objective

New mothers stop breastfeeding too soon, CDC finds

But we also get:

Breastfeeding Statistics Up, Says CDC

US breast-feeding rates rise to record high

So which are spin? And who really cares besides health professionals?
