I think it lists people who are NOT on your LJ Friends list, but are Friends of people who are on your Friends list...and apparently ranks them by geography.

...Well, I suppose there isn't one. What's the point of knowing that every atom of carbon in your body is the product of a dying star? Like so much else in life, I think it's up to us individually to decide what meaning we will attach to such things...
