TBH, I'm not entirely sure what to make of Kate either - my personal opinion is that she really was in love with Neal, but I can certainly see the reasoning for evil!Kate and I do enjoy these stories if they're well-written.
Still, if she really was on Neal's side, could her fate have been anymore tragic? She lost her job, her boyfriend turned out to be a con artist, then when she finds some happiness with him, Neal tries to con her about the music box... Then Neal gets caught just as they're reunited, walking into the FBI trap because of her; she visits him for nearly four years in prison and when things finally start looking up, she is murdered in an explosion?
This always bothered me and I've never really seen a happy ending written for her, so eventually I just decided to do it myself; I was just waiting for the right opportunity. When I saw Ara's "Standoff" prompt and I wondered what could make Peter and Neal point guns at each other, Kate came in mind almost immediately.
I'm really glad you liked the final moments between Neal and Peter :) About the jammer, I think it's also partially born out of pragmatism - there is no way Neal would stay away from Kate now, and if Peter doesn't give him a good way to be with her, Neal will just go behind his back and it will blow in their faces again. So I think Peter sees this and tries to prevent that - not that that makes his decision any less admirable, and it's definitely a huge step in the "trust" territory for them.
I have a lot of feels and thoughts about this universe and I definitely plan a sequel in a future - as soon as I can make it happen in between my other WIPs and projects.
