Not exhibiting the same 'respect' and peeing on a monument out of disrespect are two very different things.
I think you'd be hard pressed to find anyone sober, responsible, and of sound mind in any age group, of any ethnic backgroud, that would go and deface a monument in such a way. Go anywhere around downtown at 11pm or later on Canada Day and I'm sure you'd find puddles of piddle in corners here and there.

As for the guy giving the thumbs up-um, have you ever seen how drunk people react when they get caught doing something embarassing?
This was just a bunch of drunk people acting like idiots.
The 23 year old contacted police when he saw his photo-and I'm willing to bet dollars to donuts that he feels pretty ashamed about what he's done.

Though I think it's kind of sad that we don't have an honour guard for the memorial. It'll give the war memorial more of a feeling of solemnity, instead of just blending into Wellington/Elgin. Seriously, the one in DC-the one I saw in Delhi, there being a honour guard there added something.

And, heck, let's see what a veteran has to say about punishment:
'Dr. Michael Pilon, who took the photos of the three young men urinating on the monument following Canada Day celebrations on Parliament Hill, said he favoured a solution other than criminal charges or a fine.

"I would rather take them to see a couple of veterans, take them to the war museum, take them to a grave," he said, suggesting a fitting punishment may be to write an essay on a major Canadian military battle. "I'm not interested in seeing them hang."' (www.ottawacitizen.com)

nicely put! I agree an Honour Guard would be nice, and taking those kids to visit vets or graves would be much better than criminal charges.

I dunno, I would hope this public shaming turns this into an isolated incident and we don't need to resort to policing a monument.
