Tobias dips his head at her and calls Rachel's attention to the wave. Not that she wouldn't have seen it on her own, but he does have bit more experience as a bird of prey than she does so he figures better safe than sorry.
Rachel starts to circle down toward the trees. It would be easier to land behind the bunker to demorph, but-- well, Tobias has more experience as a bird of prey than she does and hitting the ground with her talons and doing a few somersaults doesn't sound all that fun.
she tells Tobias as her wings flare and she takes a perch on one of the lower branches of a tree.
Rachel glides to the ground once she's gathered her balance on the tree branch. Demorphing in front of people is easier when Lucy is comfortable with them, and even more so with Tobias watching out for her.
This is not to say that the process of going from fullgrown bald eagle to adult female human is at all attractive. In fact, she has scaly bird legs up to the very last change.
Eventually, though, she's standing there and looking at the newcomers, giving Val a nod in greeting.
Rachel arches one eyebrow, nearly repeats 'trick' in a sneer.
The armouring up and Val's continued commentary means that Rachel hides everything in her expression that could look remotely impressed, snorts, and puts all of her attention on Lucy.
Tobias waits until after Rachel finishes her transition before he hops into a short flight to land by Lucy. He reaches out one wing to gently touch her, looking up at her face and waiting for some sort of signal before acquiring her DNA.
That's enough for him. He acquires her, absorbing her DNA through the contact. She might feel a bit out of it for a second or two, but there won't be any harmful side-effects.
Then she disappears inside the bunker for a minute or two.

She squints at the pair of birds, irritably shoving her glasses up her nose as though it will magically correct the prescription.

With a nod to the hawk: "That's Rachel's friend."
She's in no particular hurry as she walks towards Rachel's tree.

She can follow Lucy for now. Catch her admitting it, but she's pretty good at following.

"Neat trick. Gross as fuck, but neat."
Then she armours up. With very little transition, ordinary shortish girl in jeans and a T-shirt becomes glowing white indistinct person-shape.
"Here's mine," she adds. "It comes with wings, but I'm not pulling those out until we take off."

"Is this everyone?"

That's a yes. Two yesses.

Especially since Rachel has done this already.

It's hard to tell under the light, but Val's watching with interest.
As something of an aside: "I'm Val, by the way. Apparently you're Rachel, and you're...?"
Noticeable headtilt at the hawk.

Which may be entirely due to his pride but in reality has a large part in their last fight.
