These aren’t the Tony & Ziva we know.
In this reality, they’re hired assassins - sometimes rivals, sometimes associates given shared contracts, and both known to share a mutual attraction and antagonism toward each other (the latter rarely getting in the way of acting on former).
When Ziva’s estranged father, the head of Mossad, is murdered, Ziva is determined to find his killer. She takes off for D.C. where his body is being held, and inevitably crosses paths with NCIS Agent Leroy Jethro Gibbs - all too familiar with her history, and therefore unwilling to accept her proffered aid in the investigation. Upon her release from temporary detainment, Ziva receives a call from Tony asking her to meet him at an air field outside of the city: present when she received word of her father’s death, he intends to offer whatever support and means he can in bringing the killer to justice. The pair soon discovers that the trail leads to Ziva’s childhood friend and one-time co-worker Officer Bodner of Mossad, who warns Ziva to back off.
Not wanting to see her come to harm Tony suggests she listen to this advice and leave it alone, but - determined to have her revenge - Ziva is heedless of the danger. Against his better judgment, Tony eventually joins in her quest when it becomes clear that she does not intend to stop. Together they set out on a race around the world, tapping into every source and calling in every favour they can to unearth Bodner and stay one step ahead of Gibbs, who shadows their every move.
Meanwhile, as Gibbs himself comes ever closer to catching Eli David’s (and Jackie Vance’s) murderer, he is forced to question who is friend and who is foe. If there’s one thing Gibbs understands it’s family loyalty and the need to avenge, and he’s coming to realize that maybe he has more in common with Ziva David than he first thought.
In the end, Rule 14 will never be more important: Bend the line, don’t break it.
