Well, if you're an original japanese language watcher, you can catch some of the episodes of Initial D that haven't yet been liscenced for a US release here : http://www.animesuki.com/releases.php/i.html . Anything else out there is of dubious legal status, but if they're not gonna release 'em, I see no moral damage done in checking out www.torrentspy.com or http://thepiratebay.org to see what else is floating about.
There's more! Tokyopop doesn't list any volumes past 14, so I'm assuming they aren't going to do any more. Especially since they list the mangas of it up much higher even though they aren't released yet or have active links (just menu place holders

That's awesome. I have a lot of respect for that additude.
But if they haven't liscenced the newer stuff (fourth stage, which is still running in japan... albeit very slowly- and maybe even third stage) then by all means, download and enjoy (and then buy it if Tokyopop ever comes to their senses and gives us DVD love).
I love Initial D ... but the female character designs make me cringe a little.
I have no personal problems downloading stuff. But, things that I enjoy a lot, I'd rather spend money because (1) it's worth it to me, and (2) I'd rather have the more permanent, better copy, and (3) if I enjoy it, I wanna put money behind it to ensure it continues and to financially support the people who brought it to me

One thing to keep an eye open on is that since Initial D Third and Fourth haven't actually been licensed for a US release yet, the Sub only DVDs you're looking at are possibly High Quality Region 0 HongKong bootlegs. I don't mind buying them myself, since there's no one being harmed with them not being liscensed, but I do believe in being aware of what you're getting.
Er.. you may already know all about that, but rather safer than sorry, non? >_<
