Back when that sort of thing was written about and was a big concern, Mennonites were still really separatist, so it was probably written for Mennonites dealing with other Mennos, or at the least, other Christians. Likely, people extended it to dealings with anyone. "Going to law" was bringing in the state, when the matter should have been resolved by a mediator, or an agreement between the victim and the perpetrator.

But yeah, i can definately expect something different from non-Christians. They might not have the beliefs i have, and so whacking someone's bumper, then driving off, is no big deal. Their focus might not be on others, but might be just on themselves.

All the same, I guess i feel that Christ's redemption and mercy should extend out from me to others. It's got to be my first reaction in any situation, with any person.

And I wouldn't be too comfortable with knocking on someone's door either! I think if i saw someone hit my car and damage it, i would probably try to talk to the person before calling the police. If they just want to exchange insurance information, that would be fine. If they denied it, then i guess i would probably call the police. All i really want is for the car to be fixed. No ticket need be issued, if i have any say.
