My theory on the “bra not fitting” is that most women don't know what a properly fitted bra feels like. It's supposed to be tight (although NOT uncomfortable), and it's supposed to cup your entire breast. That's just what is supposed to happen.
My only problem with this is that I'll see the same girls wearing bras that fit correctly. It's like they just wake up one morning and say to themselves "I know I normally wear a D but today I want to be a B".
As for the bra thing...I was fitted at the age of 18 and was told to get ready to get bigger as I was still growing...and grow I did. I am now an H cup (be that skinny at a 38 around or fat at a 42 around) So I highly recommend getting fitted for the right size.
Dark bras under light shirts...I still think its lame...but my friend does it all the time.
And if girls are gonna not dress appropriately for weather then they need to suck it up.
Heh, I've had a fitting, and I was pretty dead on with what I thought I was, the only problem I have is finding 40 D at Wal-mart, whish is all I can afford at the moment. I still don't understand the need to squish myself into a C cup though.
I agree about emphasizing breasts in any manner, it's just that dark under light seems to scream, I'm looking to turn a trick, pay me. I'd, personally, rather present myself in a better light.
I pointed out in another comment, and I should have mentioned it in the original post, that these girls have properly fitting bras, it's more like they wake up and decided randomly to squish their D's into C's or B's.
As for the out vs in, in our office it's almost always cold, 60 outside means that it's 65 inside. That's basically because it's a very small office with a lot of windows on the sixth floor.

2) If properly fitting bras were manufactured within womens' budgets, you'd see a lot fewer squished-up breasts.
