The proposal would cut off federal funds to hospitals and states that attempt to compel medical providers to offer legal abortion and contraception services to women
The proposal circulated to media defines abortion broadly to include many types of contraception, including birth control pills and intrauterine devices.
Health and Human Services officials declined to confirm the proposal, but noted their responsibility to protect against discrimination of doctors and pharmacists who object to abortion or birth control on religious or moral grounds.
Riiiiiight. Cause they're the ones who need protection. Not the rape victims, not the oppressed women of small-minded communities; nope, it's these guys.
“The Department proposes to define abortion as ‘any of the various procedures - including the prescription and administration of any drug or the performance of any procedure or any other action - that results in the termination of the life of a human being in utero between conception and natural birth, whether before or after implantation,”it said.
I--acck! Gah! Speaking...impossible. Rage...rising. Must destroy humanity for good of...humanity!!

murnkay for the article.
EDIT: To avoid rehashing some of what is in the comments-thread:
Abortion is a specialized training. You don't learn abortions at the same time you learn how to take a pulse and write 'scrips. You have to volunteer to learn the procedure before actually doing so. So, if you have a moral stance against abortions, don't learn the fucking procedure and you will not be called to perform one.
HOWEVER, what is on the line are contraceptives, specifically of the emergency kind. People talk about contraceptives that still allow the eggs to attach to the uterine walls--folks, these are the same people who are telling poor people in Africa that condoms spread AIDS, which you can also get through tears and kissing.
WE LIKE TO CALL THAT BULLSHIT AND LIES.

I can't compel you to perform a procedure you didn't learn, but don't you DARE tell me that I cannot gain access to contraceptives, because your pathetic system of morals takes away my sexual reproductive rights. Don't you DARE tell me that I cannot gain access to emergency contraceptives right after I get raped. Fuck you and your morals that puts that possible cell above me and my human dignity.
And, no, I don't think Plan B should only be allowed in those circumstances. Again, it's me and my body we're talking about here. However if we're going to ignore basic human decency in cases like rape and incest, we're NEVER going to make it to a point where we can talk about non-extremem cases.
I don't know how many times I've said this in my LJ, but keep your government off my body.

Women can DIE after being refused care on 'moral grounds', and no one will get in trouble for it. If this whole thing is over the sanctity of human life, then why is letting a woman die okay? I don't understand it and if you can explain it to me, I'd be grateful.
Pharmacists refusing to sell contraceptives including condoms Mind you, in crazy fundieville parts of this country where these things happen, there often ISN'T a Walgreens and CVS duking it out for supremacy within a few feet of one another. This may be the only drug store in your town. I grew up without a car or access to public transportation. Getting a ride to the doctor was hard enough, but having to leave town to get a 'script filled? It's not just inconveniencing people, it's taking away their right to get the script filled.
More about the split between conscience and patient needs If you swore the Hippocratic Oath, aren't you supposed to help me? Especially in the case of dire medical need
Moral refusal leaving the realm of contraceptives and taking a stand against the LGBTQ population Again, hate to be all slippery-slope here, but which minority is next? Moral refusal against interracial couples?
If we go back to the era of signs that read "No dogs, Jews, or niggers" I'm so fuckin' outta here.
Women refused antibiotics and pre-natal vitamins because the scrips came from a woman's clinic Okay, you want to have moral refusal clauses? Then you'd DAMN well better make sure you know everything about the case before you that you're refusing. Personally, I think denying health care to someone because you don't agree with them is criminal. But doing so without even knowing the basic facts (like the antibiotics were to prevent a septic abortion) is an abomination unto your fellow humans.
