It's long been a fandom trope that, despite Weir's words upon embarkation, the Atlantis expedition was made up of people too good to fire, but too much trouble to keep-- the troublemakers, the ones with ethical issues, the ones with difficult personalities, the ones who knew too much about someone in power, the unlucky ones, the American military boys only still in by virtue of Don't Ask/Don't Tell, the ones accused of a crime or wrongdoing they didn't commit but who couldn't escape the suspicion afterwards.
