Does anyone know of a public darkroom where I could develop my own negatives and black and white photos in the east bay area?

Try Photocentral in Hayward: http://www.photocentral.org/

Photo Central in Hayward (limited facilities and hours, can't tell if they have set-up for film developing)

If that doesn't work out, there's Rayko Photo Center in SOMA of San Francisco (more facilities, including film developing - even private darkrooms):

They seem hard to come by. =/

Looking Glass Photo in Berkeley, I believe.

I've done all of my developing at Rayko in San Francisco. If you're planning to do a lot of work, you can buy a monthly pass that includes unlimited use of the film developing area and large BW community darkroom.
