About charging for commissions

I figured this would be the best place to ask, as there are many people who take commissions on here, and i've been asked about lolita commissions

I've had some people approach me about commissions lately, both lolita and non lolita related, and i'm having a bit of an issue with figuring out what i should be charging. I recently was commissioned a pair of puffy prince type shorts with straps, and i charged the person $20 only to have a friend later tell me my price was too low!

All my work is serged, hemmed and neatly sewn. What base prices should be charged? Materials+a base fee, or +hourly fee? Should cost go up or down in accordance to how complex it is? I really have no clue what i should be doing in this case, and i was hoping some of you lovely people could help me out!

Basically, how do i charge for commissions and what do i charge? This is all completely new to me!
