Project Registration: Long headdress into Round headdress

Project Title : Long Headdress into Round Headdress, Transform!
Short Project Description: My friend bought a jsk from Fan Plus Friend that came with a long headdress. The headdress doesn't really suit her, her hair isn't really fluffy and the headdress is pretty wide, so I'm going to change it into a round one. (The dress looks a lot prettier in person. It's the blue one.
Projected Deadline: Friday, when she comes over for RPG night.
Pattern(s) Used: None
Materials needed: Probably none. 
Challenges or obstacles : Deconstructing the headdress. Figuring out the actual design. I need some advice.
The ruffle around the edge of the headdress isn't turned over and hemmed. It's kind of just finished, I guess with a serger or something. It doesn't look bad, but it doesn't look as polished as I'd like, either. The ruffle sticks out of the base 1.25", with 0.25" seam allowance on the inside. Do you think I could do something to hem the edges, or is there just no room? I'm afraid of making the edges too bulky. I haven't taken it apart to see what of the seam allowance may be usable; it's drying now. (--___-- She didn't like it as a headdress so she wore it as a choker one day and got makeup all on the back. It mostly came off.)




My plan is to make a round headpiece with the blue ruffle around the edge, a ruffle of the lace inside that, and then some kind of focus in the center. 
I got this kind of rose and a bunch of the gauzy circle flowers in cream.


I was thinking of either putting a rose in the center, or several of the smaller gauzy flowers around one of the bows from the original headdress. I'm not sure.
Or do you think I should put the lace on the outside and the blue ruffle inside that? I'm not quite sure I have enough lace for that, though.
I really don't want to mess it up and want her to really like it because she kind of wanted to keep using it as a choker, and I don't want to have her regret letting me change it. I'm kind of hoping I can salvage enough of the base fabric that I can make a (much thinner) choker for her out of that. But I'm not betting on it.

Also, I squee'd so hard yesterday when I was looking up pictures of round headdresses to show her. When you search round lolita headdress in google image search, the one I made shows up on the first page! (the cream one) I guess it's a pretty specific search term, but I'm still pumped, lol.

Please, any advice about how to handle the edges of the ruffle or the layout would be extremely appreciated.
