this. I use Paint Shop Pro 7. If you have any questions, feel free to ask. :-)
1. Open up a blank white template sized 98x98.
2. Crop your however you'd like and resize it to your liking. For this icon, I resized the photo to 140x192.
3. Next, go to "Layers" and click on duplicate twice. You should now have your base layer and two duplicates on top of it.
4. On the middle layer, change the layer setting to "multiply".
5. On the top layer, change the layer setting to "screen".
6. Now here you can fiddle with the opacity of the layer settings. I just change the settings until I get a nice balance of light and dark together for the photo. For this step, I chose:
Screen: 53
Multiply: 64
7. Now go back to "Layers" and click on "New Raster Layer". Click "ok."
8. Choose the option "Flood Fill" from your toolbar. The symbol is a bucket spilling a drop out.
9. On your color palette, choose a dark blue color. For this icon, I used #0B1847.
10. Take that color and fill the top icon layer with it.
11. Take the top layer just filled with dark blue and set the layer settings to "Exclusion."
12. Play with the exclusion layer opacity settings until you get something you like. For here, I set it to 89.
13. Merge layers.
14. Go to Effects > Sharpen > Sharpen.
15. Now for the text. I tend to use text that either match the person in the icon (like if they're making a face, the reaction they might have) or just a lyric that pops into my head. I like it when icon text matches the icon photo in a way. For this photo, I used "Sitting here biding my time." Font: Georgia. All caps. Size: 5. No bold, no italic or anything.
16. Choose a new raster layer. Type "Sitting here" (remember, all caps). Choose a new raster layer and type "biding my time." Put the two layers together like in the icon or however you'd like.
17. Now choose yet another raster layer and place the layer below the two with text on it.
18. Choose your "draw" option with the settings:
19. For your foreground color, choose #42404D.
20. Behind your text, draw a line behind each lyric.
21. Now on that layer, change the opacity settings to 75%.
22. Merge layers.
23. Now go to Image> Add borders. Set all sides to 1 pixel. I chose the color #D1D0AB which should be set as your background color choice. I tend to choose white borders or a color to match the color scheme of the icon.
