Well, Louise Brooks is a good idea.

I thought, like a lot of people, Helen Mirren would've been good though, on second thoughts, I'm not sure she'd be silly enough. She might've made a good Pertwee type.

Someone who could seem both silly and wise would be best. I'd vote for Elsa Lanchester if she were alive.

I've never liked the Master, I always felt like the show dropped a few thousand brain cells whenever he was on, so I'm pretty ambivalent about his or her sex. The only time I liked the Master was when Derek Jacobi played him and then it was because the real identity of the Master was part of an intriguing set of layers. I also thought it was cool when he and the Doctor had a sword fight in the The Sea Devils. But if the Master was ever written to be more than a two dimensional, cartoon villain, I don't know, maybe Joanna Lumley, although she already had a memorable turn as the Doctor.

I should say I also really like The Time Monster. Ingrid Pitt digging the Master actually gave him some cred for a few minutes.
