The wings are definitely clipped. Animal Control is supremely unlikely to help, but may be able to recommend a rescue group that might be more proactive.

Ah, good point, for some reason I thought Animal Control was the only option. I googled and found the site for the San Diego humane society. I'll try calling them. Thanks.
