The way our cultural world has evolved is that violence is "supposed" to happen in the third world, but not the first world. So obviously that means that nobody in the first world cares much when it happens in the third world. But it also means that terrorist groups know that if they really want the first world to react, they've gotta take it there. The less we care when it happens there, the more they'll try to make it happen here.
