Plot Bunnies in the Strangest Places

I went to the mall tonight on an errand.  I had to stop into the restroom.  The first stall I entered had hair in the toilet.  Not long strands, like someone's weave had fallen out, but short, stubby bits.  Someone had gone into the stall and with intention and deliberation snipped their hair into short, stubbly pieces, then tossed the remains into the toilet.  At the mall.

You can't help but wonder at the story behind something like that.
