Crossover fic with teddy bear

I remember a crossover fic with another TV show. The other characters were thinking about setting up a sting operation in Cascade but decided not to do so when one person said that she had been caught by Jim/Blair before and Blair had given her a teddy bear. The other characters also said that Cascade had been unlucky for major crime families.
Does anyone know which story this was? I can remember most of the story but I would like to reread it.
