If Wishes Were Horses....

Looking for an old fic. Can't remember the author, but I'm pretty sure the title is "If Wishes Were Horses Beggars Would Ride". Unfortunately none of the fics I've found on Cascade Library or 852 Prospect match the story I'm after. I'm pretty sure it's Gen, but it might be pre-slash.
The premise is that Jim and Blair think they are trying to rescue a child from some kind of horrible abuse, but it turns out to be a young woman who is one of Blair's students, suffering from "split" personalities with three distinct ages. The "child" calls Blair at nights afraid but wanting help. The young woman dresses rather Goth with hot pink, and Jim's first impression of her when he meets her in Blair's office isn't very kind. Eventually after much heartache and searching they discover the connection between Blair's student and the "child" they've been trying to find. The "fresh" break in personalities because of their learning their former abuser is out or may have found them. Something like that.
