Jim's doctor not listening to Blair

I read a story where Simon arrives at the ER and finds Blair handcuffed to a chair by hospital security. Seems the doctor treating Jim isn't listening to Blair and is doing things that are harmful to Jim and when Blair objected, the doctor had hospital security remove him.

Does anyone recognize this story?
