Jim still in covert ops

I can't remember if this story is gen or slash. Blair is running a website for Naomi's group who is doing subversive things that the govt isn't happy about. Jim still secretly works with a covert ops group. Jim tells Blair about what Jim's group does and Blair decides to back Jim and shuts down Naomi's website. TPTB decide that Jim has completed his assignment of eliminating the threat posed by Blair and will allow Blair to live.
