In general, Phoebe wouldn't have a problem with Cole helping a friend in need, and in fact would later be glad that he had been able to save Lindsey. After all, she was known for doing dangerous things that Cole and Anders really wished she wouldn't do all of the time.
However, nothing about things lately had been normal, even for the Halliwell definition of normal.
Getting the NOTE from Cole that he had risked going after Lindsey was probably not the best thing that the demon she loved could have done to minimize the damage control from a witch who was already a basket case.
That would be why when Cole came back into the cabin after dropping Lindsey off wherever he was staying, he found a tiny, but very upset witch a few inches from the door with her arms crossed and her eyes carrying a dangerous glare.
