Personality:
Although most known for being the Fastest Man Alive, Wally West is famous among fellow Justice League for being the first at a plethora of other things... for example, being the loudest, the most emotional, the first to complain and the one most prone to shoving his foot so far up his mouth that it forces everyone around him into awkward silence. The youngest among the founding members of the Justice League, Wally has yet to put up a divide between his human nature and his duties as a heroic guardian of the Earth - a trait that both saved his comrades on numerous occasions and earned them a fairly large number of headaches.
As a person, Wally is best described as cheerful and friendly. He tends to chat up and try to befriend most people he encounters, including other heroes, innocent bystanders and sometimes even certain villains. Rather than adopting a cool and professional approach, he enjoys a simple and down-to-earth approach to everything. Even his heroic banter mostly consists of casual chatting and friendly jokes, and his comebacks are often awkward and childish at best. Although this approach endears him to civilians and some of the crooks, it has earned him the disrespect of much of the superhero community. The Flash is often regarded as more of a clown and a fool than a hero, and is often treated as a nuisance who rarely does anything worthwhile.
This isn't to say that Wally actually is a fool. Hiding behind the jovial personality, is a brave and determined man who is always ready to stand up and fight for what he believes in. What he lacks in experience, Wally makes up for with his persistence and compassion. He's the kind to trip and stumble when the situation is light and he has the room to not take the situation seriously, only to become an unstoppable force once he only has room to rely on his instincts. He is definitely still unsure of himself, as his actions repeatedly prove, and is the first to seek acceptance and recognition from his comrades. Only his old friends and those who were saved by him, however, can see beyond his cocky bravado and see the true Wally West - a courageous young man who is trying his best to keep everyone both safe and smiling.
Many call Wally the "heart of the Justice League", and they aren't wrong in that description. As a young man who is still busy living the dream of being a superhero, rather than treating as a duty, he is as obnoxious as he is helpful. It is this powerful connection to his human nature, however, that makes him a powerful asset to his friends and helps them remember the true purpose of their battle for justice.
Strengths:
Flash's superpowers are built around his powerful connection to the
Speed Force - a mysterious extra-dimensional energy source that controls the concept of "speed". Although most other speed-based superhero are merely capable of drawing energy from it, Wally is permanently connected to it on a level powerful enough to move at velocities beyond anything achieved by mankind. His primary use of this ability is to run at super-human speed; although the Flash rarely goes beyond the speed of sound, he is theoretically capable of breaking through all five speed barriers existing in DC Universe (Sound, Light, Time, Dimension and Speed Force) and actually achieves it once, during his battle with the hybrid of Lex Luthor and Brainiac.
His other primary use of this ability is to move or vibrate his body on super-human speeds. This ability can be used to create powerful whirlwinds that can disperse dangerous gasses or alter the trajectory of flying objects, as well as severely damaging anything he touches. In the second case, the practical effect is similar to a drill or a jackhammer - by utilizing numerous light attacks in rapid succession, he forces his target to quickly deteriorate. Like with running speed, his vibrations can be regulated in speed and can demolish even reinforced steel with enough effort.
Although such incredible speed would logically create enough friction to destroy a human body, Wally is protected with it by a special protective aura - an invisible coating of the very Speed Force he draws his power from. It greatly reduces the friction generated by Wally and not only protects him from accidental harm, but also keeps him from damaging the world around him, as evidenced by his running not literally burning through concrete.
On the emotional front, Wally is best known for his compassionate nature and his natural understanding of right and wrong. He doesn't have a single bad bone in his body, as evidenced by most of his hometown considering the Flash a model citizen and a true friend who wouldn't break the law even if they forced him to. This approach to things also helps him in dealing with people. The Flash sincerely believes that everyone has a bit of goodness in them, and he'll attempt to appeal to it when given a chance. Rather than interrogate the criminals he encounters, he prefers to simply talk to them and find out what brought them into criminal life. On at least one occasion, he in fact managed to make a costumed criminal retire and seek psychiatric help with a simple conversation in a bar. He never turns away from friends and is willing to forgive even when he cannot forget.
Aside of that, the Flash is defined by his incredible bravery. He refuses to give up in the face of impossible odds. When Lex Luthor and Brainiac, two powerful enemies of the Justice League, merge into one and defeat his comrades, he keeps on fighting. When stuck in a dimension with myriads of mirrors and only one of them leading to the real world, he runs until he finds one. He'll argue and insist, run in circles and stall for time, he'll even go into a hopeless frontal assault, but he'll never give up hope for as long as there's even an ounce of it left. He can be very responsible when he feels needed, and will always finish the task if it can help others.
Weaknesses:
Although the Speed Force grants one numerous and incredible powers, as the Wiki article above will reveal to you, the fact is that Flash is far too inexperienced to access most of them at this point in time. The only advanced ability beyond vibration he ever demonstrated is the infinite mass punch, and that one has left him with a powerful fear of ever running that fast again. Combined with his impatient personality, it is doubtful that he'll discover the full potential of his power source anytime soon.
The combination of the Flash's hot-headed nature and the sheer speed he moves in often results in him reacting to obstacles far too slowly. This often leads to Wally literally running into traps and enemies; at one point, an enemy actually takes him down by simply raising a metal pipe for him to run into.
The Flash's inexperience and bombastic personality are generally his worst enemy. "Show some dignity for once in your life," John Stewart once tells him when they're sentenced to death on another planet, and Wally manages to fail at that request spectacularly. His emotional personality and complete reliance on gut instinct leave him incapable of backing up his theories with logic and often force him to rely on plain complaining. His faith in his super-powers and righteousness of his actions often have him rush into the situation and make a fool out of himself. Orion once theorizes that the Flash acts like a clown in order to cope with the trauma and horrors of being a superhero, a fact Wally neither confirms nor denies. It's obvious, however, that he still feels overburdened by his role and needs to cope with it somehow.
His youth and reputation often lead him to seek approval of his comrades in very ridiculous ways. He is prone to doing loud and irresponsible things for the sake of attention, such as when he signs up for a lucrative deal with advertising energy bars and makes a laughing stock out of the Justice League. He also tends to try far too hard when it comes to appealing to others with words, which ends in him running his mouth for too long and too fast. The Flash often says stupid and insensitive things, only to realize how badly he worded himself later. He means well, but his youth and inexperience make him unsure how to do things well.
And finally, although this isn't entirely a weakness... Flash is a compulsive flirt. He is very bad at walking past any attractive set of, uh, eyes and had, in his years in the Justice League, attempted to hit on most female super-heroes (and some super-villains). The results range from mediocre to questionable and downright disastrous, and make Wally look as even more of a clown than he's already considered to be.

Well, well, well, what have we here? A book, huh? I guess I've seen weirder things in my life, but this one is still pretty high up there. Is this like an attempt to remind us that the communication devices here aren't waterproof? I ought to thank the maker, then. I bet I'd forget it in the heat of the moment.
[ His voice interrupted by the rustling of pages so quick that it blends into one soft humming sound. Flash, unsure? You can bet on it. ]
Well, whatever. I guess I should introduce myself, huh? The name's Flash, I'm just your average superhero and also the fastest man alive. If you ever have trouble, call for me real loud! I'm a master when it comes to speedy delivery of a healthy doze of heroism.
Third Person:
This was all so weird. Wally had visited a big share of odd places in his career as a super-hero, but this was the first time when the whole thing was so thoroughly boring. A village in the middle of the forest, check. A desert right beyond the mountain range... check! There were no visible enemies, no super-powered menaces to speak of, nothing. It was like the place defeated its heroes by putting them into one boring place where the only way out was a vacation to an even more boring place. He couldn't even blame it on the Legion of Doom. None of them would come up with a plot so underhanded and cruel.
Well... except maybe the barrier.
He found that barrier soon after his arrival and still wasn't sure what he could make out of it. It was vast, hard, seemingly impenetrable. Digging under it didn't work, neither did vibrating through it. He figured he could maybe run over it like some kind of huge and barely visible wall, only to discover that it was shaped like a dome... and while running upside down over a hundred miles in the air was refreshing and fun for some time, it got old as quickly as the rest of the place. Soon enough, he was running back to the place he started in... the village. In the meantime, a terrible thought formed in his mind.
He was stuck here. Stuck in this boring place, no way to contact his comrades, no way to tell them about this place. There were people here, people who were outfitted with the same wings and he was and who probably got here just like he did. Why? It didn't make any sense. There was nothing to gain out of shoving a bunch of people into a village and strapping feathers on them. Were they also superheroes? It was true that he only knew the true names and faces of only a few, but it was also true that the Justice League didn't have half that many members. What could it mean, then?
The blur that was rushing across Luceti for the last thirty minutes, suddenly stopped and took the shape of a young red-haired man. He stood outside the village, a flicker of doubt on his face. Was he alone in this mess..? No. No, he couldn't be. Even if he couldn't contact them, his comrades would soon notice he was missing and find a way to bring him back. Either that, or come here. Someone must have been behind it and whoever it was, he needed to make sure that they got a good super-powered beating for going to all these troubles. Until his comrades got here, he needed to take care of that alone. Hard? Maybe. But then, all of their missions were hard. That was the hero's way.
First, he needed to find his costume. Then... well, then he could sweet-talk some information out of one of the hottest girls in town. With that in mind, the Flash grinned and turned back into a barely visible blur. It was time to do his best.
