Too many people don't think Zutara will happen, because of what happened in the season 2 finale, but Isn't it, as a matter of fact, the best reason why to believe it will happen?
Forgivness equals love in AtlA. No matter, if it was Katara forgiving Jet for being a "monster", Suki forgiving Sokka for being an idiot or Sokka forgiving Yue for not accepting her true feelings for him, conflict always was and always will be the steady companion of true love in AtlA as much as the inevitable moment of forgivness and trust.
A relationship can't grow out of a friendship here, because that is a way to solid basis of trust being build up and too anticlimatic (and if the season 2 finale taught us one thing, it is that the obvious things won't happen, whereas the most dramatic turn of events is as good as inevitable).

It's only normal, that the most important shipp to happen on the show, namely Zutara (with Kataang being build up to hinder Aangs development as character), has to have th most conflict to over come. Yet we have seen both character develop much to make it work actually, with Zuko being more and more aware of his feelings and Katara being more and more ready to risk her trust and see people in a diffrent light, which if these developments are complete, will help Zutara greatly thanks to characters like Jet, Jin or Song. Not to mention, that both hold, the key to each others hearts, by having an incredibly similiar past (losing their mothers in THE SAME YEAR? WTF?!? soo obvious) and ofcourse by being influenced in their development (directly or indirectly) by the Avatar, who is bound to balance the elements.

The show is rather symbolic by displaying this fact...Don't believe me? See for yourself!:
