OK, here is my new theory...
On Kobol, humans build cylons, war... go their separate ways. 12 to Colonies, 13th (Cylons) to Earth.
The Cylons manage to destroy themselves. The Final Five go back to the Colonies to influence the humans (their original progenitors) to build Cylons, allowing them the opportunity to re-populate their dead race...
Hence, "this has all happened before/will happen again."
Basically, they needed to re-create the conflict that led to their race's original creation.
The fly in the ointment, of course, is the seeming hand of the "higher power" at work. Baltar's phantom Six. The source of the shared dreams. Whatever controlled Starbuck's destiny, etc.
