My first ever tutorial so I'm sorry if I've wrote it in a confusing way
I'm not sure if you can do step 7&8 in psp but you can just miss that part out
1. Open up the picture (it's best if it's got a grey/blue background) I got mine of Maryse from WWE.com
2. Layer > New Adjustment Layer > Hue/Saturation - Master Saturation to 50%
3. Duplicate base then drag to top and set to soft light
4. New fill layer with #97F0E9 and set to softlight 100%
5. New fill layer with #7CD0E8 and set to burn 100%
6. New fill layer with #001641 and set to exclusion 100%
7. Take this texture (by me) and go to Edit>Define pattern
8. New layer and fill with the above pattern and set to lighten.
9. Add text etc and you're done :]
