Tamaki is VERY CONCERNED. He got a definite vibe of, like, actual discomfort and being upset by someone? Which isn't something he sees a lot from Hikaru and Kaoru, because like all the Host Club members normally they're so good at bouncing back or looking like they've bounced back. So something that makes one or the other of them uncomfortable is definitely, definitely a reason for concern. And Kaoru has a good head on his shoulders and if he's upset it's pretty serious, right? Right?
That said, Tamaki has no idea what's going on. He definitely didn't watch enough interaction to have anything more than a ping of "unhappy?" -- which was enough to get him to try to take general action, aka hitting on Crowley for distraction points. He wants to speak to Kaoru alone at some point, and Hikaru at some point, and the two of them alone with him at some other point. Until that point, and until he can muse it over with Kyouya and get a long-term plan of what to do, there'll be distraction by retardation where necessary! And then long-term action. And a lot of trying to deflect unwanted attention onto himself. 'Cause he's the goddamn Batman and he's going to take care of his family. >(
Also, other people being able to tell the twins apart doesn't bug him seriously. Like, Haruhi being able to do it? Or people that the twins like? A-okay. Someone being able to do it and doing it to make the twins uncomfortable...? Not okay. Because they may harass him and harry him and make his life a rollercoaster of twincest and aaaaaaaaugh my haruhiiiiii, he's not going to let anyone else mess with them.
