AFAIK, it's OK if you're here on a long-termish student visa or work permit (IIRC, those come under the heading of 'resident', and I've been able to vote in council elections in the past with no trouble) - hope they don't throw my vote out!

I'd imagine, to be honest, that they're fine with anyone who can leave a UK address.. can't imagine they're checking visa status on everyone that's signing!
