The public part doesn't necessarily apply when you post all icons to this community instead of your personal journal/icon community. They're still available to the members (and mods) here (but they would have to friend/join your journal/community if you posted it elsewhere).
This is going to be a dumb newbie question, and I apologize in advance for my inexperience. But are we allowed to use textures made by someone else to make our icons?
The rule about the icons being complete your own (which I think the question is about) is mostly about using bases and similar things from other that have a major effect on the icon. Textures are in the same category as gradients and brushes when it comes to that (at least in my opinion).

Using levels, you could use several images from a scene to recreate the "story" told in the scene like I did for this icon:
