Clearly Fraser, Ray, and Ray were involved in solving this, right? I know it's in Quebec, but they could've been called in by Turnbull, who is the commander there. The fic writes itself.
(Hi! I will still probably be unavailable for anything until after Christmas, but I'm trying to at least keep up with my flist. Tumblr is too big for me to do the same. We baked 1800 cookies this year. I got an e-reader! It's apparently snowing in Seattle? Weird.)
