Dear Due South fanfic authors,
Please to be paying attention to canon? Fraser's Stetson is part of his RCMP uniform. The Stetson is not a fashion statement, like Neal Caffrey's trilby hats! Fraser does not wear it when he's out in street clothes, only when he's in uniform--just as he would only wear the lanyard or breeches or pistol holster with the rest of his uniform.
Think of it this way: Fraser wearing his Stetson with a flannel shirt is equivalent to Sam Carter going grocery shopping in jeans, a t-shirt, and her USAF visor cap. Pretty weird image, right?
Civvies and dress uniforms: unmixy things!

ETA: My apologies, I was totally wrong! The show DOES put Fraser in civvies and his Stetson.
