cuddly at the court house

As I mentioned a few weeks ago (Bagpipe Bomb Squad), I work near the Montgomery County Courthouse, and walk past it pretty much every day on my way to the post office. At least until November when I get my promotion yesssssssssssss! but anyway. I've started to notice that I see a lot of nicely-dressed couples holding hands, families with 2 parents both paying attention to the children, a lot of wholesome, fantasy-land-of-Rick-Santorum kind of action on the street, especially right outside the courthouse. Definitely more than I've ever seen somewhere else. Do you think that:
a. Norristown is just a bunch of cuddle-bunnies.
b. in their time of trial (literally - HA!), these families are pulling together and supporting each other
c. in order to appear less jail-worthy, more custody-worthy, less restraining-order-deserving, more time-off-for-good-behavior-deserving, a lot of people conjure up a wholesome family image quicker than you can say "public defender"?
