...yes, I did just reference TVTropes in the subject line.
This is probably unnecessary, but just for closure I'm putting it up.
If you're familiar with Courage the Cowardly Dog, you'll know that it's pretty vague on who can understand Courage when he's actually speaking. This is played fast and loose in canon, although it is certain that he started going into more and more gibberish in the later seasons due to Executive Meddling.
But for anyone curious, HERE'S A GENERAL GUIDELINE:
Monsters/Paranormal/Non-Humans in General: Looks like it.
Kids: Apparently. Just ask Little Muriel.
Adult Humans/Humanoids: Indirectly. There's an instance early in the series when he had to call Eustace on a pay phone and was understood that way.
...anyways, ANYONE can understand him if he's doing voice posts on the network. But when it comes to face-to-face stuff, well... He's a couple degrees away from being a silent protagonist, but when he actually DOES say something, you're absolutely free to choose whether you want your characters to understand him or just hear random high-pitched dog gibberish. IT'S ALL GOOD. (Dog plays a mean game of charades, at least.)
...eta: And anyone can hear him scream. How did I forget this?
