I'd say the chances of it being a tempero-spacial phenomenon or an incidental dimension are better than it's being the personal fiefdom of some sort of god. Awfully small-time god, I'd say, if it were true. Just once city on one tiny little planet?
It could be the natural side effect of an incongruity in the time-space continuum. There doesn't have to be someone involved in it's creation. That's like saying there has to be someone involved in the creation of a blister when someone burns their skin.

I'm not saying that there absolutely isn't a 'god' or something of that sort, just that there are other explanations that make more sense.
Your analogy is faulty, but there is a remote chance that this place is a completely random event. But that hardly explains the Door or why and how we're picked to come here.
A god being responsible for it makes perfect sense.
