An admirable goal, I think.

Well. In that case, I may try for a more literal approach.

On my world, the country of my origin was nearly destroyed by an earthquake some years ago. In the wake of it, things have... changed. One of the biggest changes could be termed the commercialization of prisons.

The one I'm thinking of is called Deadman Wonderland. A prison, and a carnival. The prisoners are used as free labor, and as entertainers.

It can be a rather cruel place, though of course some believe its cruelty to be justice.
