I think it's less a question of his wanting to than his having planned to. He was told to do it, and came up with what he thought was an excellent plan and it was thwarted. Then he was told to do it again in order to... ah, achieve a goal, and he came up with another plot and that was thwarted as well.
He thinks of himself as superior to everyone involved in that thwarting, which I guess just made it worse. At least that's what I've gathered. Honestly, I'm relying on second-hand information here, as most of that is after my time.
Still, he admits to it openly enough. It was a request from his "client."

[He wants to believe that it was someone this Rokuro was close to, maybe someone he trusted absolutely...? But so far, what Nagi is saying is pretty damning. Looking to kill someone, just because you were told to, without questioning it? That is just not okay to Kaien.]

Like I said, his "client." His... superior? I'm not sure what that means to him - whether there are sentimental ties involved or monetary bonds... that's beyond my ability to speculate.
But the client's name was Genkaku. If you look back a bit, you can find him easily enough - a redheaded monk with a guitar.

That may not be a bad thing, really. The future is a terrible burden to bear.

...I can't say I completely understand, really. But really, I hope he can at least let go of whatever grudge he's got here. What with that murderer about...the best we can do is stick together.
[And Kaien's voice drops too. This has been bothering him for a while now, but so far an opportunity hasn't presented itself to revisit the issue with Byakuya.]
It's...important to me, though. Aside from the personal...he mentioned one thing in passing to make a point, and it...well, something very serious would have to be going on for people of his rank to be headed there.

Ah...well, you remember those new monsters that came into the city not too long ago, the ones I called hollows? Well, back in our world, there is a separate dimension for them, called Hueco Mundo. It's completely sealed off from the one we live in, and we can't get to it by conventional methods like we do the human world.
Normally we'd have no reason to go there--generally they come into our dimension or the human world. And what's more, there's no way to contact our world from there.
Byakuya is one of the thirteen highest ranked in our organization, you see. For someone like him to have to go there...I need to know what's going on. He says it's not relevant anymore, but. There are people relevant to me I want to know about.
[A sigh] I'm sorry to have unloaded all of that on you. It's not your problem, I know. It's just...frustrating.
[Concerned Kaien is concerned!]
