This is like... more complicated than it sounds because I have to remake the MU to adjust for a female Captain America in WW2. Think about it
My half-formed idea for a Rule 63!Avengers AU was that the Super Soldier Serum turned out to not work on people with Y chromosomes, for some handwave-y science reason. Therefore, Project Rebirth would be forced to either have a female Captain America, or scrap the program (which would make Isaiah Bradley a woman, too, and Eli, futher down the road).
My idea is that Stephanie wanted to be a nurse, but health issues made it... not the best career for her (the weird hours etc). She's smart, trustworthy and friendly, so she ends up getting drafted into the Project. They're having all kinds of problems making it work, and they decided to try it on a woman. Cue Stephanie Rogers, peak human. Of course, they're extremely unhappy about their only functioning super soldiers being a black guy and an Irish chick, but they figure the girl might be useful for propaganda purposes.

Somewhere I did read a Steve-girl-from-birth, but it was all set during WWII.
