Electrician came out and said "yup that breaker's burned out let's see if we can move things about" and figured out the two-pole above it wasn't doing anything. Pulled that out and it turns out the bus was pitted and fried.
So it turns out the heater we used last winter fucked up the breaker panel.
He'll be out in a couple more weeks with a new breaker panel and everything should be a-ok. At least electrically. There's still plumbing and woodrotted exterior paneling to tackle.
