For Raylan Givens, Harlan County is his prison, while Miami was - to a degree - his freedom. For Charlie Crews, prison itself was his prison (prison didn't know how strong it made him) and Los Angeles is his freedom. One might also argue that revenge becomes Charlie's freedom, at least until the end, and Raylan doesn't have anything to avenge, really. So while Raylan has been yanked from his freedom only to be imprisoned in his hometown, Charlie starts off his show by being released from his prison, and let out into the freedom of his city. (As for when he actually becomes truly free... that's up for discussion/debate. And as for whether Raylan is truly imprisoned in Harlan... same deal.)
